Rules for admission to doctoral studies of scientific organizations

Admission of persons for obtaining research-oriented education in the scientific organizations of the National Academy of Sciences of Belarus is carried out in accordance with the “Regulation on the Training of Highly Qualified Scientific Personnel in the Republic of Belarus,” approved by Decree of the President of the Republic of Belarus No. 561 of 01.12.2011 (as amended on 25.10.2022).

Persons holding a Candidate of Sciences degree and who are authors of the following are admitted to doctoral studies:

  • scientific articles;
  • monographs;
  • materials related to intellectual property objects registered in accordance with the established procedure;
  • materials and/or abstracts of conference reports;
  • reports on completed research and development, acts (certificates) on their use, confirming participation in the implementation of state scientific research programmes, scientific and technical programmes and innovative projects in priority areas of scientific, scientific-technical and innovative activities, which form the basis for a doctoral dissertation with the possibility of completing it within three years.

Persons applying for doctoral studies submit an application addressed to the head of the scientific institution, to which they attach documents in accordance with the list determined by the Ministry of Education.

A person applying for doctoral studies, within the time limits established by order of the head of the scientific institution, presents a scientific report at a meeting of the structural unit whose profile of activity corresponds to the proposed topic of their dissertation.

Competitive selection for enrollment in doctoral studies is carried out taking into account:

  • the number of publications on the topic of the proposed dissertation in scientific publications included in the list of publications and/or foreign scientific publications, as provided for in part three of paragraph 19 of the “Regulation on the Awarding of Academic Degrees and the Conferment of Academic Titles”;
  • participation in the implementation of state scientific research programmes, scientific and technical programmes and innovative projects in priority areas of scientific, scientific-technical and innovative activities;
  • participation in international and republican conferences;
  • practical implementation of research results, confirmed by certificates, acts on their use.

Preferential right for enrollment in doctoral studies is enjoyed by persons who are holders of the scholarship of the President of the Republic of Belarus for talented young scientists, as well as those who have state awards for scientific achievements.

The educational program of doctoral studies is implemented:

  • in full-time form of education – no more than 3 years;
  • in the form of applicant status – no more than 5 years.

Acceptance of documents from citizens for admission to doctoral studies is carried out from August 1 to September 30.

Conclusion of contracts for the training of highly qualified scientific personnel – until November 1.

Enrollment in doctoral studies – November 1.
